Unable to Open PDF on weblink

MAC OS 10.14.6    

Hi, I have up to date version of Adobe Acrobat installed. When I  try to open link https://www.prai.ie/download/all-forms/rod-forms/Form_6_ROD.pdf#sa_src=web-messaging it gives me a error message: 

'To view the full contents of this document, you need a later version of the PDF viewer. You can upgrade to the latest version of Adobe Reader from www.adobe.com/products/acrobat/readstep2.html'

I have tried Safari on my iPhone and laptop, Brave and Firefox to no avail. I asked a friend also on mac os to try the weblink and they have same issue. Is this an Apple issue?

    The message you read is the actual content of that PDF resource.

    You may be mistaken to call it an Adobe issue.

    Check with the actual creator of the PDF resource and see if he forgot to put something in there.
