Unable to open PS

Hello, this appears on my screen when trying to open Photoshop.
I followed the link and logged in correctly but this just showing....

    Thanks for the replies.....I have now been able to open it up through Creative Cloud......Photoshop  v 21.2.1

    Only now it's saying AdobeGCClient.exe-System Error "The program can't start because api-ms-win-core-libraryloader-l1-2-1.dll is missing from your computer. Try installing the program to fix this problem."..........anyone know where I should download it from safely?

    What are you trying to download, LyndaForrest?

    I would recommend you start a new discussion with the error you are encountering while opening Photoshop to the Photoshop Ecosystem community at https://adobe.ly/3DjSxbN.  ^JW

    PS says I need to install api-ms-win-core-libraryloader-l1-2-1.dll is missing from your computer
