Unable To Text PDF To An Android Phone From iPhone CC

If I want to share a copy of  PDF to an iPhone user, fine.  Android user?  Fails to send.  WTH am I doing incorrectly?

How big is the PDF file?

Which e-mail service are you using?

On G-mail, I have to load oversized files to Google Drive first.

Average size.  I use iMessage, but also try sending as a standard text message.  Texting the file to iMessage works fine.  Attempting to do so to Android will not send any size file.

Nowadays, PDF files can be electronically signed by anyone on their Android phone and iPhone. However, there is no feature built-in for people to share PDF documents between Android and iPhone when necessary. Many use their computer as a transfer tool.
