Unable to Uninstall Programmes

I'm not able to uninstall Premiere Pro on my laptop. Any help, anyone? When I try, it just asks me if I will allow the uninstaller to make changes to my hard drive, and when I select yes it just opens up creative cloud.

If the uninstaller doesn't work, you may need to sign OUT of your cloud account and use https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html to remove programs
