I can't update Premiere 2014 to 2014.1 (blue highlights) (v8.1) on PC (Windows 8.1). CC says it is 'up-to-date'. While on Mac it is updated and I got blue highlights. I try to uninstall everything from control panel and reinstall it back. It doesn't work.

Dym when you reinstall Premiere all available updates will be applied.  Do you meet or exceed all of the system requirements listed at System requirements | Adobe Premiere Pro?

If so then please check the installation logs of the updates for the specific error messages preventing the updates from being applied.  You can find details on how to locate and interpret the installation log files at Troubleshoot install issues with log files | CC - http://helpx.adobe.com/creative-cloud/kb/troubleshoot-install-logs-cc.html.  You are welcome to post any specific errors you discover to this discussion.

Thanks. The problem has been resolved. I deleted all Adobe files and folders from my laptop and then reinstalled CC. Indeed installation logs helped me with finding those files. Thanks again.

Try logging out of the Creative Cloude App.

restart computer and log back in.

    See if that will help.
