Uninstall CC 2019 Apps

Hi recently I made the mistake of updating to CC 2019 which was a problem for two reasons. One it only gave me the free trials for everything, two i use a package provided by my school and it was not compatible. I talked with our IT guy and he gave me a new package for CC 2018 and i installed it but now i have CC 2018 & 2019 installed at the same time !. I used the creative cloud cleaner twice, it only got rid of the actual Cloud not Photoshop and the other apps. When i went to the control panel and uninstalled them it did uninstall them but i can still launch them, it even launches faster UNINSTALLED.
