Uninstall photoshop but still there

I recently started having some computer space issues and I am wondering if it is because of this app.  I tried to unistall photoshop and lightroom classic and it is still showing up on my apps on my computer but showing as unistalled on my adobe cloud app.  These two programs are taking up 4g of space.  How do I  unistall these so I can start over.  

Also if I try and reinstall these from the adobe app it just shows I have two copies on my computer app list.
