Update from 5.6.0.617 to 5.6.0.788 not updating

I am trying to update the creative cloud from 5.6.0617 to 5.6.0.788. Automatic update to the latest version does not happen. I have tried going to help>check for updates but it says "you're up to date." I then download the Creative_Cloud_Set-Up.exe, run as admin, and check the version but it still says 5.6.0617. Curious what would cause the creative cloud to not be updated. I have logged out of the creative cloud and have done a restart. But the version does not change. a computer without the needed specs (https://helpx.adobe.com/creative-cloud/help/creative-cloud-desktop-app-system-requirements.html) for the latest version including tls 1.2 (https://helpx.adobe.com/x-productkb/multi/eol-tls-support.html) activated in your default browser.
