Updates get stuck

I have CC on my Windows 10 desktop.  It has always worked well, until the past couple of weeks.  Photoshop and Bridge updates get stuck at specific percentages (the same % each time I try to install).  I went through Adobe's troubleshooting process, and now it's even worse.

 

I uninstalled Creative Cloud, using their special Uninstaller.  Now, I cannot even re-install CC... it gets stuck at 18.5% every time.  I have freed up space on the C: Drive significantly, just in case.

 

As far as Error Messages go- forget that.  %temp%\AdobeDownload\  will not resolve- it cannot find that directory anywhere.  So I am now stuck with no CC whatsoever.  I cannot run the CC Cleaner Tool, because it needs CC to be installed first.  The instructions said to just try uninstalling/re-installing first before trying the Cleaner tool  And now I'm worse off.

 

I'm afraid to uninstall all Adobe products because I can at least use the older installations.  If I remove them, I'm afraid I won't be able to install any of them.

 

Up a creek without a paddle... suggestions?  I'm desperate to resolve this.  BTW, I turned off Antivirus and made sure that CC was whitelisted in the Firewall.  And in any event, it always worked before and it does get to specific % before the download stalls out, so firewall is letting it out as it is.

I have now booted in Safe Mode, and it gets stuck slightly earlier- at 17.5%. I tried setting some permissions for adminisator for Adobe PCD and SLStore folders, but get the same results. Rebooting makes no difference.  I'm stuck now at 16.5%.

I've now renamed the OOBE folders to OOBE.old, and Run As Adminstrator, and it still gets stuck.  I also killed all Adobe tasks in Task Manager, including the Genuine Adode tasks and other housekeeping task, per other instructions for resolving this.  Same thing.  Lacking other ideas (anyone?), I'm going to have to contact Chat to get further.  This will impact my work.  I use CC to seamlessly manage my files across machines.

After 4 hours of remote help, got CC app back by a direct install.  But Photoshop and others still would not update.  Adobe's own helpdesk threw up their arms and said there was nothing more they could do.

 

Facing that, I decided I'm going to start over with a clean Windows 10 installation and just reinstall everything cleanly.  I plan to do that this weekend.

 

But, interestingly, CC suddenly began to work again Weds of this week.  Out of the blue, it started doing it's job after refusing to do so for weeks.  I have done nothing since the failed Adobe Helpdesk sessions that would have changed my system.  I don't get it other than Adobe themselves must have had some issue affecting some users, perhaps with a particular combination of scenarios.  So, no solution, but it is fixed.

 

Still going to do the clean install as I bought a nice, high capacity SSD to install, so will go through with it, as much of a PITA as it will be.
