I have the CC Photography package installed on two computers, laptop and desktop, from the same account. Recently I was offered PS 2017.0.1 update on the laptop.

I am am still waiting for this update to appear in the Creative Cloud app on my desktop. Updated the Creative Cloud app to version 3.9.5.353 and deleted the OOBE folder. How long should I wait or what action should I take?

Answering your first question, yes I can sign out and back in with my Adobe ID.

Wow! So uninstall EVERYTHING CC! In my case that would be Photoshop 2017, Lightroom CC 2015.7 and Bridge CC. Seems a bit drastic. So scraping that idea for now, what would be next thing to try?

using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

or download directly:

Downloadable installation files available:

Download and installation help for Adobe links

Download and installation help for Prodesigntools links are listed on most linked pages.  They are critical; especially steps 1, 2 and 3.  If you click a link that does not have those steps listed, open a second window using the Lightroom 3 link to see those 'Important Instructions'.
