Upgrade to new computer nightmare

I bought a new laptop and hoped my CC2015 account for Photoshop and lightroom would transfer. What a mistake. Annoyance after annoyance. I download and try to install and it sends me back to download. Does adobe have any clue how to provide software? And before you belittle me, i am a PS user since version 1.

Thanks for your help. After I got PS and LR running on the new computer I saw that I didn't have the desktop app. A message sometimes pops up saying I need to download a copy to continue. I downloaded from the CC desktop app page and run the installer. The installer quits and tells me again I have to download the app to resolve. This just goes over and over again.
