Upgrading from Elements 9 to 11

I currently have Elements 7 & Elements 9 installed on my laptop. Neither will open raw files from my Nikon D3200 I just purchased. I was told I need Elements 11. If I upgrade to Elements 11, can I upgrade from 9 to 11, or do I also have to upgrade to 10 first. Also, can I combine my organizer photos from 7 & 9 into one organizer if I upgrade to Elements 11?

    first, you can probably just use the dng converter 7.4:  http://blogs.adobe.com/lightroomjournal/2013/04/camera-raw-7-4-and-dng-converter-7-4-now-available.html

    second, you can upgrade from any previous version to 11:  http://www.adobe.com/products/photoshop-elements/buying-guide.displayTab3.html

    p.s. if you want to integrate camera raw with photoshop elements, you were informed correctly that you will need version 11.
