Upset Over a Misused CC Subscription Plan. Requesting refunds?

I'm a community college student who has come across a rather unfortunate incident with the current CC plan I'm under, along with the rise of charges corresponding to the plan, and the renewing charges for which the membership was essentially unused. A few months ago, I was in contact with an Adobe customer employee on the subscription plans offered for Creative Cloud, since I was enrolled for an online graphic design course (Photohop I), which required Photoshop CC. The employee noted that two of the subscription plans, the Adobe Photography Plan for Lightroom and Photoshop 20GB($9.99), and the Annual Plan that included additional apps with them. Logically, upon discussion with the Adobe employee, I sought to opt for the cheaper plan that only included Lightroom and Photoshop. Now, what's perplexing to me was that upon the first charge being received in March for the plan that I signed up for, I saw that the charge was $19.99. This was quite a shock to me, as my previous experience with the Adobe Photography Plan a few years back was certainly NOT that at price point. It was my impression that the presumed charge, with the Photography CC Plan selected, had remained constant over the years at $9.99 per month, which made it quite affordable for students, like myself, to manage finances accordingly. I was quite frustrated to observe it and suspected that I may have purchased the wrong plan, even though it had the Photoshop CC software for my class. Since the class was only for a month, it wasn't long until I had no use for it, which would lead to the need to cancel the plan.
However, soon after, having not used the plan for the past months, I recently checked my Adobe account and billing history to check and see whether there might have possibly been any reoccurring charges placed upon my banking account. Lo and behold, there were not only more charges sent as invoices upon my checking account (as of June 28, 2019), but upon further inspection as to whether I was truly under the original Creative Cloud Photography Plan (that I so long recalled its original pricing as $9.99), it appeared that it was rather the Annual Plan for the "Creative Cloud All Apps" that the Adobe employee signed me up for! This, in all honesty, had me quite infuriated, as I explicitly stated the exact software and plan to which I would only require, Photoshop CC, for my digital media course. Literally no other apps had been used whatsoever, but seeing that alone got me very confused on the whole matter.
What is even worse on the whole matter is that, upon seeking to cancel the subscription plan for the annual plan, I was led to a message stating that "Based on your annual subscription you’re subject to an (equivalent to two months of your contract value)." Paying $19.99 for merely only the usage of Photoshop CC was one thing, but being shown this message of having to pay a cancellation fee of $40 is what drove me over the edge and prompted me to write a discussion on this forum about this matter, along with my firm request of refunds for the charges to which were not only wrongfully placed as far as the plan goes, but also for the months to which the subscription plan was not used. I simply cannot afford to remain complacent with this doubling of the price for only the mere usage of the software needed, since it infringes upon my finances further.
I was well into opening up an online chat conversation to speak with an Adobe Customer Care Support member, but seeing how unusual of a circumstance this came to be, I thought it best to state it here and strongly request not only the cancellation of my subscription plan, but also the refunds as well.
