Using Adobe CC Programs offline

Hello dear fellow users,

though everybody is saying that you can use Adobe programs offline (Indesign for example) and only need to check in once a month it does not work for me. The programs and files are stored locally. Still, when I my internet failed nothing worked for me.

Has Adobe changed it's policy?
