Vague download error and corruption

I've recently been trying to install Premiere Pro CC 2014 for a legacy project. Installing it worked just fine, but now when trying to update PPCC2014 to the latest version, Creative Cloud throws errors. First time trying to install, it said a vague error about the download failing (code 219). When retrying, it says "The download appears corrupted. Please try to download again.(U43M1D207)". This also happened once with Media Encoder CC 2014, but retrying resolved the problem in that case.

I've tried restarting Creative Cloud and restarting my computer so far. Running an iMac on macOS 10.12.1, also have Premiere Pro CC 2017 and a bunch of other CC 2017 apps installed. Any help would be appreciated.

On a side note: anyone know what's going on with Adobe's support chat? It says 24/7 support, but trying to use it says "Chat is currently closed" in multiple browsers on every computer I've tried.


Edit: Tried following the directions in this thread, now Creative Cloud repeatedly gives two vague errors about the download failing (codes 219 and 49).

Chat is not a 24/7 operation. I don't know if they ever plan to correct it - they are aware of the false claim.  Chat is normally available throughout the work week but not weekends.

I followed that link, went through the troubleshooting steps, nothing. Still giving the same error.
