Adobe expects everyone to have the latest software and operating system, no more than 2 versions back (Win10 or macOS Mojave+).   According to Adobe's version policy, the oldest product versions drop off your CC Desktop app to make room for the newest release versions. 

Adobe now offers the current and ONE older version
