Video Editing- cutting something out of the frame and bringing a logo to the front without ruining back video

Hi!

I am not sure if this is even possible. But, I am editing a video and there is a close up of someone writing on a piece of paper. Is it possible to cut out of the logo at the top of this paper even though it is in multiple frames (probably not more than 3 seconds.) Thanks!

Second question, if anyone knows, is it possible to fade in a picture with a transparent background on the video still so you can still see the activity (out of focus though) in the original video but also the logo brought to the front?

This is a generic Cloud forum... are you using Premiere Pro or Premiere Elements or After Effects?

Post the name of the program you are using and a Mod will move this question to that forum
