I fix it! with 5 steps...

Tutorial for Windows:

01 - Search for Credentials Manager.
02 - Windows Credentials.
03 - Generic Credentials.
04 - On list of Credentials, Remove/Delete all credentials with "Adobe".
05 - Restart computer and open Adobe Cloud.
