Kann mir jemand sagen, warum Windows 8.1 nicht unterstützt wird obwohl das ältere Windows 7 geht?

you're correct.  win 7, sp 1 is supported and win 8/8.1 is not.

upgrade to win 10 or use an older photoshop version.

You're right, it's not official supported on windows 8.1 althogh windows 8.1 gets updates from microsoft until january 2023.

But as i can't see any technical reason why Adobe doesn't support Lightroom 8.4 on windows 8.1 i've written a little tutorial how you can run it anyway.

You can try this solution at your own risk. You will not get any support from Adobe or from me!

i don't know any adobe program that supports win 7 and doesn't support win 8.1  more likely you have a 32bit os or you're mistaken.

what program/version do you think isn't supported?

As you see, Win 8.1 isn't listet.

The Creative Cloud App also doesn't show the update to PS 2019.

Same issue with Lightroom Classic CC.

Wired, i think.

Markusg67065552, the system requirements are correct.  Photoshop CC is continuing to support Windows 7, for the moment.  I would recommend you upgrade the computer to the current release of Windows 10.  You will then be able to download and install the latest version of Photoshop CC.

From the stats, you posted in post #2 the computer should face no difficulties running a modern version of Windows.
