What application do I need in order to open the downloaded Photoshop Elements?

If you had already installed the Photoshop Elements app and getting error while launching, let me know ,
Sometimes , if Adobe application manager is corrupted , it will give error while launching the application for first time. Adobe application manager is needed at first launch to license the application.
If possible , post screenshot of error .
