what product should I use?

I am a special ed teacher and I am trying to create some interactive documents for my students from PDFs I already have. I can not figure out what product I should use.

Example - I have a story that they are to read and then select from 3 different options for them to complete their comprehension skills.

It all depends on what you want to create.

For e-Learning courses, use Adobe Captivate.
