Where is the 2019 Photoshop Elements/Premier Mac & Win Combo?

I have bought this produce and its upgrades since its debut.  Last year, I had to purchase the platforms separately... and THEN they released the combination download as they have.  Oh, well.  I have yet to see the Windows/Mac version and I am extremely wary of paying for them twice again.  Any suggestions?  Evidently, they are swamped at the help desk.  BTW, the had no problem with me using both platforms as long as they were on one computer each and they both belonged to me.
