Which Adobe app would be most appropriate for animating the scale of consecutive images?

I am working on an animation that involves placing images of a fixed duration (ie 2 sec) in a timeline one after the other, and having them scale linearly (no easing or bezier). I attempted to use Premiere Pro for this, and I found Premiere could not animate linear scaling on separate images without introducing "easing" which ruined the effect of the continuous animation I am trying to achieve.  (If you'd like to read more about that you can view my post here: https://community.adobe.com/t5/premiere-pro-bugs/cannot-achieve-smooth-linear-scaling-animations-in-premiere-when-using-multiple-images-or-layers/idi-p/13945500#M12142 )

 

If Premiere is not the proper tool at this stage for accomplishing this, should I instead be using Animate or After Effects?  Does anyone have any experience with whether linear scaling on multiple images is more dependable in one of these apps (instead of Premiere)?

 

Or, is there some inherent reason why that can't be achieved when animating consecutive images, and is my only solution to nest these into a subsequence (composition or movieclip) and animating the scale of the parent?  It seems like a kind of tedious workaround and would slow down my development process, but I'm trying to decide if that's the only real option to achieve consistent linear scaling.  Thanks.
