Which Adobe tool will allow me to add simple geometric shapes and text to a photo?

I downloaded LightRoom for a trial period.  It has some great photo effect tools.  BUT, what I want to do is to add pointers and text to a photo for engineering reports.

I used to use MS Paint for such things.  Paint is a little schlocky, and the newest version of Paint (Paint 3D) has a known bug in it, whereby the text that you just added disappers after you get done editing it.

Anyway, I came to Adobe willing to pay at least something to get a reliable photo editing and annotating tool.  Did I pick the wrong tool in LightRoom?  If so, which tool do I need?

I'm in construction and we do exactly this every day but we don't use Adobe tools for it.

 

We use Bluebeam Revu and SnagIt for cropping, marking up and annotating photos.

If you purchase the Photography plan with the 20GBs of Cloud storage, still $9.99 US a month. you also get Photoshop and As Above that is the program to use for what you want to do.

If you're adding text or shapes to a photo, Photoshop is probably the way to go. Try it.
