Hi Tim,
Here are some steps that I would recommend in case Creative Cloud is not launching now.
1. Close all the following processes and relaunch Creative Cloud.
- CreativeCloud
- Adobe CEF Helper`
- Adobe Desktop Service
- AdobeIPCBroker
- Creative Cloud
- Adobe Installer
- AdobeUpdateDaemon
- AdobeServiceInstaller
- AAM Update Notifier
- CCLibrary
- node
- Core Sync
If that doesn't help please remove Creative Cloud app and reinstall it.
To remove Creative Cloud app:
- Creative Cloud Help | Uninstall the Creative Cloud desktop app

To Install Creative Cloud app- Download and install Adobe Creative Cloud apps
