Why does it says my region is Senegal?

Hi. I'm trying to buy InDesign as an single app, but it says "Purchase Unavailable" because my country is Senegal. But my Country is Finland.

I'm running MAC OS X El Capitan. Regional settings is set to Finland in both MAC OS and Adobe account. What can be wrong?
