Why does the CC interface give the option to "install" older versions but doesn't

This time I uninstalled the older 2017 folder - which never included the app even though I selected "install" from the CC interface - and again selected older versions/install After Effects 2017 and still all I get is:

 

No App.

Effective May this year, Adobe changed it's policy with respect to legacy CC versions.   See After Effects System Requirements for 2019 versions (17) and (16).  The 2017 version has been removed.

the most common reason is an incompatibility between the program and your computer.  os is the typical culprit.

 

but you may also have encountered a problem because adobe cc only allows the install of the current version and one version prior.
