Why does the download freeze when it reaches 41% of the download?
Each time I attempt to download After Effects or any of the remaining apps... It reaches 41% and just hangs there. Pleas help

Are you behind any corporate network ? If not , Can you please try downloading the same in a new Admin account on your machine and then share the update ?
The reason for the error that you are getting can be either permissions been corrupt on the machine because of which CC Deskop app is not able to extract the files or it could be that the download portion is never getting completed because of a firewall/proxy issue .
Do let us know if the above mentioned helped .
