Why doesn't Creative Cloud download in packets?

I have to connect to the internet via cellphone hotspot. The cheapest data packages are daily packages at 1GB or 2GB. This means that if an Adobe download comes anywhere close to these size limits I have to top up my data package.

 

The problem is that when I buy a new package I have to refresh my hotspot. When I do this, Creative Cloud loses connection and my update download is reset to zero. If I'm not careful I can end up downloading half an update multiple times, which uses three or four times the data required for a single download. In SE Asia I suspect most Adobe users connect in the same way and have the same issue.

 

Why doesn't Creative Cloud save the download? Why can't it resume half a download like other applications? Surely the download can be done in packets, to be assembled once the download is complete?
