Why is Creative Cloud in trial mode?

Why is it that I am being charged for creative cloud but when I go to use any of my apps, it says that I need to buy creative cloud?

1. Open CC Desktop App.
2. Click the gear icon > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar (top right image).
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

Whenever I try to purchase an app, I am redirected to a login screen. I log in and I am told that I cannot use my student account and must use another account. Also, why am I not able to speak directly to someone in customer service. Whenever I click the link to speak directly to someone, I am redirected to a page of links for answering my questions and I never get to speak to anyone. I have projects due and I have been trying to figure this out for over an hour to no avail.
