Why is my PC not keeping up with Premier and After Effects?

To start, these are the PC specs:

Windows 10 Pro, Intel i7 6700K CPU @ 4.0GHZ, 64 GB RAM, NVIDIA GeForce 1080

I have the creative cloud for all of my Adobe needs.

The issue is that sometimes when I go for playback the program monitor doesn't respond. The sound will work and I can make edits just fine. Also, I can't render when it gets like this. The render bar doesn't move forward at all. If I try and drag it around it leaves echoes of the dragging across the screen that don't go away. The only solution I have right now is to close the program and restart it and that doesn't work sometimes. Any ideas on what is causing this?
