Why is the install staying at 0%?

I downloaded the installer but now it stays on Installing Lightroom CC 2015 0% install. I'm on a PC that crashed as I was downloading. I have tried to redo the install but it keeps saying 0%. I have tried downloading again but it always sits at 0% in the CC app.

    Hi,

    If even after disabling the Firewall and Internet security programs it's still at 0%, then it could be related to Permissions issue.

    This may need adobe technical support team representative to take remote session of you machine and check what's going wrong here.

    Hi,

    Launch Task Manager of your machine by pressing with CTRL+SHIFT+ESC and close all the following processes (Creative Cloud, Core sync, CC library, Adobe Desktop Services, Adobe IPC broker, Adobe Crash daemon etc.)

    If it is a Mac machine then do the same from Activity Monitor ( Go To: Finder > Applications > Utilities > Activity Monitor ) and close all the following processes (Creative Cloud, Core sync, CC library, Adobe Desktop Services, Adobe IPC broker, Adobe Crash daemon etc.)

    After that please refer to the following link : Sign in and sign out to activate Creative Cloud apps

    Also, make sure that all the Anti-Virus and Firewalls are turned OFF for the time being.

    I still am stuck at 0% on my Lightroom trial download. I tried signing out of Adobe ID and signing back in. Creative Cloud Desktop App looks healthy, but when I click TRY, it just stays at 0%. I have disabled antivirus.I tried my work Adobe ID and my personal Adobe ID. I just want to pay Adobe money (after my 30 day free trial).
