Why won't PSE 2018 install?

I thought the problem had fixed itself, but it hasn't.

I bought PSE 2018 yesterday. I was installing it, and it seemed to be installing, but then my computer went to sleep and this messed up the installation and I haven't been able to get it to install.

I have a Dell Latitude E6430s with Windows 7. It should run photoshop as I specifically bought a computer that could run photoshop.

Right now the installation process won't even start. When I begin to run the dvd nothing happens. I've tried restarting and shutting down and starting again.

Before the installation process would begin, but get stuck.

About an hour ago the installation process began, but seemed to get stuck. I got to the screen that said it was preparing to install and it said that it was 2% completed. I left it doing that for 30 mins or so, but it never went further. I've got further than this and it did not take that long, so I cancelled the install and tried again, but now nothing happens.

Matta11456614, this is now the second file permission failure that you have faced while installing Photoshop Elements 2018 on the Windows 7 computer.  As the last step, please create a new local administrator account and try the installation again.  Information on how to create a new account see Adobe troubleshooting: Creating an admin account in Windows .  Hopefully, the new account will have sufficient permission to install Photoshop Elements 2018.

If unsuccessful then I would recommend backing up any critical documents and files and reinstalling Windows 7.


I reinstalled windows (I had windows 10 in fact). after I did that my computer stopped reading the dvd.

so I downloaded PSE 2018 and installed it without any problems.

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Matta11456614, sorry you are facing errors while installing Photoshop Elements 2018 on Windows 7.  Do you ever receive any specific error messages during the installation process?  If not then please check the installation logs to determine why the installation is failing.  Details on how to locate the installation logs can be found at Troubleshoot install using logs in Photoshop Elements .

I tried to install at 4:00pm, but the this is what is recorded in the PDApp file.

The error I am having right now happens before I click Install.

Thanks for the update, Matta11456614.  It appears the current User account is unable to modify the contents of C:\Users\Owner\AppData\Local\Adobe\OOBE.  You can use the steps listed in Error exit code 6, exit code 7 installing Adobe Creative Cloud to attempt to take ownership of the folder, and its contents, in the current User account.
