Question

Will I be able to install a digital file to a second computer?

I just bought the Photoshop Elements and Premiere bundle... but I realize my laptop is pretty old and am considering getting a new one. Since I bought a digital file will I be able to log in to my account and download it again to the new laptop?

Thank you.

Yes, you can install your Elements Software (non-subscription products, so ignore any answers refering to subscription products) on up to two computers. If you need to move the licence to a new computer, by disabling the licence on the old one, proceed as follows: (provided from the Elements FAQ, technical questions)

Can I install Photoshop Elements on more than one computer?

You can install your product on up to two computers. If you want to move your product to a new computer, simply choose Help > Sign Out in the product from one of the computers that has an active license. That will deactivate it. Then you can then install the product on your new computer.

NOTE: You must be online while deactivating the product.

You do not need to sign out, when you are using the product on two computers (ie a desktop and a laptop), but you should deactivate, when you are replacing an old computer.

Just to clarify:  Help > Sign out will deactivate.

yes, for your subscription apps, install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.

if you have trouble downloading the cc desktop app or you see an error message when trying to install, make sure you have a compatible os (https://helpx.adobe.com/creative-cloud/system-requirements.html), and use the alternative download links at page bottom here, https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html

for pse, check your account for the install file - https://accounts.adobe.com

Yes you will. The purchased software is not bound to a computer but to your account.

See the "Technical Question" tab section of the following article. It answers your question on how to transfer the application to another computer
