Windows 10 - Can't install XD

I'm trying to install Experience Design CC (Beta) on Windows 10 with Creative Cloud. It's not installing under any circumstances. It goes up to maybe about 85% and then displays in orange text, "Installation Failed". I've searched around a bit and haven't found anything that worked. Yes, I have the Anniversary Edition. I've tried uninstalling and reinstalling Creative Cloud numerous times. It does not want to install no matter what I do. Any ideas/help?

I did everything stated here and it continues telling me (Update filed), it is not installed Why update?

try to temporarily disable your antivirus, that did the trick for me

quit your desktop app by clicking the gear icon>quit

Remove the OPM.db file.

    Mac OS: Locate the OPM.db file in the \User\<user name>\Library\Application Support\Adobe\OOBE folder. To access the hidden user Library folder, see https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html

    Windows: Locate the OPM.db file in the \Users\<user name>\AppData\Local\Adobe\OOBE folder. To view the hidden AppData folder, see https://helpx.adobe.com/x-productkb/global/show-hidden-files-folders-extensions.html

restart your cc desktop app

It won't let me delete opm.db. After quitting out of CC, and even rebooting (with the "open at launch" option checked off), it's telling me "The action can't be completed because the file is open in Creative Cloud".

open your task manager and terminate adobe cc processes after quitting the cc desktop app and closing all cc programs.
