Windows 10 Display Issues

I am using Adobe CC on Windows 10 with an updated graphics processor.  When I set my computer (Dell M3800) to its optimal resolution, the text, icons, and menu bars in Adobe apps become ridiculously small, to the point of being unusable.  I have to drastically decrease the resolution just to make the programs workable.Photoshop is the worst offender.  Lightroom, on the other hand is okay, save for the menu bars.

Is anyone else experiencing this or know of a solution?  This is note an issue with the other various programs on my computer.

Again I just think the problem on all of this is that the Windows 10 works perfect on a secure line all in itself. Laugh out loud. It just will not connect with all the older windows Version even when I was located so many states away. If anyone u derstands please I would love questions

I fell into to problems when I was at the University of Phoneix. I had download all the programs I needed for the university well I was connected with the disability office trying to send them paperwork from Evansville to Arizona. Well when I went to sign and deliver threw Adobe.with Windows 10 he disability office computer was running an older version. Of windows 7. The lady treated me horibbly. Then I had to go back after a lady helped her and couldn't figure it out. And teach them . That lady was so sure it was me laugh out loud these darn comp.
