I am running Windows 10 and tried these suggestions and I still get error 87. There are no instances of Windows Installer running, i have none of the other adobe services running because i haven't yet managed to install any Adobe apps.
Can you please advise.

As you have mentioned that you have encountered "Error Code 87" and also tried the basic troubleshooting steps to resolve it.
If you are still facing this issue, I would request you to use Adobe CC Cleaner Tool and remove Adobe Application Manager and Adobe Creative Cloud from the list.
Then you may proceed to install Adobe application which you wish to install. In case you need further assistance, please share the OS version that you are using and the name of the application that you are trying to install.
