Windows 8 and CC problems

I have installed the trial of CC and we get a flashing every time we move anything any ideas? We were using CS4 and the problems were much worse.

When we were using the cs4 it also duplicated section of a drawing.  So we upgraded to the photoshop cc.

I am using brand new hp  desk top from Costco. We are using the photoshop  program. We have tried it on a 2nd brand new costco desktop but same flashing every time we move anything that we gave drawn. Any ideas?
