I know i can install Creative Cloud on 2 Machines. If it is installed on a Widows PC, is it OK for the 2nd instal to be on a Mac, or does that require a second licence?

Yes. Mac or PC doesn’t matter. No extra license required. The Cloud licensing is linked to your Adobe ID, not your operating system.
