Wont let me login to ACC on main windows account

I am unable to login onto to any Adobe account on my main windows account, and says its unable to reach adobe. If i try to login to my adobe account on a new windows account it works fine. I've tried switching from my Ethernet to mobile hotspot, adobe ACC cleaner tool, adobe limited access clean up tool, a lot of the posted troubleshooting steps but nothing seems to be helping. It also used to give me error 206 when i tried the installer before i installed it from the new windows account.

Hey thanks for following up, i followed all the steps on the link but still the same result. is there anything else i can do? i really dont want to switch accounts just to use adobe products
