Wont open when installed. everything is fine till I try to run the application

Hello, I have windows 10 on my CPU and I have been trying time and time again to download Creative cloud and cannot seem to get it to work. it will install and everything seems great till it tries to load the actual app, and it says i need to reinstall a new copy of creative cloud. I have done this many days, many restarts of my CPU and many time uninstalling and reinstalling.
