Yesterday's PS & LR update now prevents either from opening

Thanks for any and all help with this. Yesterday I updated Photoshop CC and Lightroom Classic CC through the Creative Cloud app, and since doing so, I can't open either. This is AFTER having used both programs earlier in the day.

 

For PS, after a lengthy period of trying to initialize, I get a pop-up warning that says "Could not complete your request because the file is locked, you do not have necessary access permissions, or another program is using the file. Use the 'Properties' command in the Windows Explorer to unlock the file." 

 

For LR, upon trying to open I get this immediate pop-up warning: "Lightroom cannot start because it cannot create files in the temporary file location 'C:\Users\Owner\AppData\Local\Temp\'. Lightroom needs to be able create temporary files in order to operate correctly."

 

Any ideas what's causing this? I didn't make any other changes. Windows 10

Did you restart your computer after the updates?

Did you try right-click on desktop icon and select Run As Admin?

Have you tried booting up in Safe Mode?

Do you logged in as an user with Adminitrator rights or as  the Administrator?

Do you have running protection programs like virus scanner, adaware protection, internet security or so on? If yes, please deactivate this programs and try again.

 

Please try starting LR and PS as an Administrator.

If nothing helps I would suggest a complete and clean reinstallation.

Please follow the steps below:

 

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

 

use the desktop app to install your cc programs/trials
