You recommended it -- so where can I download PCD32.ZIP?

This is Adobe's advice to repair a problem:

Download the file. PCD32.ZIP, decompress it, and copy the resulting file.

PCDLIB32.DLL to your Windows directory, overwriting the version that shipped with Photoshop.

But where to down load it? That's the question.
