"your cloud storage is full"

I have the basic photography plan with 20GB of storage. When I check my Cloud Storage I find a message "Your cloud storage is full. Upgrade now ..." It says that I have 21GB of 20GB of storage. Yet, I have no files or anything else except for roughly 60 .dngs in Libraries. What's going on and how do I get my storage back?
