Access to Purchased Captivate within Creative Cloud

If I purchase Adobe Captivate for Creative Cloud. Can I give access to it separate from the person that currently has access to Creative Cloud?

Hi there,

 

If you purchase the Adobe Captivate for Creative Cloud, You can give its access to any user in the Admin Console. The user doesn't need to be entitled to a Creative Cloud License. Hence, access to Captivate can be given individually as well.
