Acrobat DC Offline Citrix Terminal Services and Desktops

I have a customer that purchased Acrobat Pro DC and it needs to be deployed in an environment that has No internet Access at any time, nor can this access be granted ever.

Also this is to be deployed to Provisioned ( PVS) Citrix XenApp and XenDesktop, once again this machines will not and cannot have internet access.

Is it possible to deploy Acrobat DC in this scenario? If not is there another version of Acrobat Pro that they can utilize?

From what I have seen I can do Offline Activation and disable registration with the wizard.. perhaps on separate computer, or laptop not connect to their network? but It looks like the PRTK tool would still require internet access when updating the master image.

I don't know if i'm doing something wrong or not.. but i tried to rn the APTEE tool on a internet connect machine but all i get is the following and i'm not quiet sure if its its saying its connectivity problem or this failed to load dll etc
