Activating a device licence for Creative Cloud for Teams

An .msi package has been created using the Creative Cloud Packager and successfully installed on a user PC. This is a Device licence under Creative Cloud for Teams.

When the user tries to access the applications, they are asked to supply credentials to activate the product.

What credentials should the user have? The licence is showing as being active on this device in the management console, and the user has no credentials to enter for activation. (Only the main account itself has credentials to access the account screen, and this is nothing to do with te hends users).
