Added as admin and some users can't access all programs.

Hi and thanks for any help. I am a teahcer and was added as an admin to a user group that should have access to student accounts which has all the prorams. Most of the students login and it works, but many login and it still says trial. I've logged them out. I deleted cookies. I've restarted computers. I removed and readded them in the Adobe Admin account. I don't know what to do. Thanks
