"Functionality within the Admin Console will be restricted until the contract owner accepts the terms and conditions."

You need to find the contract owner, and the contract owner needs to accept the terms and conditions. The contract owner is normally the one doing the buy and is assigned by the sales agent, if my memory is correct.
