The person who was the administrator resigned to the company, how the new hired person in the position can replace the account left and b the new admin?

For a Teams plan, take a look at this: https://helpx.adobe.com/enterprise/using/change-contract-owner.html

If the person is still reachable, ask them to add another admin and elevate them to the contract owner. Thats the fastest/easiest way.
